Assumptions and Limitations
Assumptions
- Modelling follows Fair Work award text and MAPD only.
- Ordinary hours may be worked on any day of the week (clauses 13.1 / 13.5).
- Day-worker BASE is Monday to Friday 6:00 am-6:00 pm (legacy CleanA span) with Table 7 early morning / afternoon / non-permanent night at 115% of the minimum modelled as entire-shift penalties: START_ONLY 00:00-06:00 and END_ONLY 18:00-00:00 Monday to Friday (max 7.6 ordinary hours, matching legacy).
- Saturday, Sunday and public holiday ordinary penalties are whole-day MULTIPLE rates (Table 7), not whole-day overtime.
- Because MULTIPLE lines apply against that loaded part-time base, PART_TIME penalty/OT/ME/GAP multiples are (award % of minimum) / 1.15 (early/non-permanent night and permanent night 130%/115%=1.1304; Saturday 165%/115%=1.4348; Sunday 215%/115%=1.8696; public holiday day 265%/115%=2.3043; overtime first 2 hours 150%/115%=1.3043; overtime after / Sunday OT 200%/115%=1.7391; public holiday OT 250%/115%=2.1739).
- FULL_TIME multiples remain award percentages of the unloaded minimum.
- Casual MULTIPLE lines use (award % of minimum) / 1.25 (early 140%/125%=1.12; permanent night 155%/125%=1.24; Saturday 175%/125%=1.4; Sunday 225%/125%=1.8; public holiday 275%/125%=2.2; OT first 2 hours 175%/125%=1.4; OT after / Sunday OT 225%/125%=1.8; PH OT 275%/125%=2.2).
- Overtime (Table 5 / clause 19.3): daily overtime after 7.6 hours on Monday to Sunday and public holidays (clause 19.2(b) for part-time/casual; full-time modelled the same as legacy).
- First-2 / after-2 tiers apply Monday to Saturday and reset each day (clause 19.4).
- Sunday and public holiday overtime after 7.6 remain flat at the Table 5 Sunday/PH rates.
- Weekly overtime after 38 hours uses Monday to Saturday first-2 / after-2 tiers, plus Sunday weekly and public holiday weekly at the applicable rates.
- Clause 14.4 requires 8 consecutive hours between shifts.
- Modelled as a single GAP rule at a flat overtime multiple (FULL_TIME 200% → 2.0; PART_TIME 200%/115%=1.7391; casual 225%/125%=1.8) rather than tiered “relevant overtime rate”.
- Minimum engagement (clause 13.5(c)/(d)): location-size dependent (1 / 2 / 3 / 4 hours).
- Default model uses 3 hours (2000 to under 5000 sqm mid-size locations) for PART_TIME and CASUAL, day-scoped at the applicable day multiple.
- No separate public holiday minimum beyond the general engagement rules was found in the award text.
- Call-back 2-hour minimum (clause 19.6) is excluded.
- Permanent night shiftworker variant uses END_ONLY finish after midnight to 08:00 at Table 7 permanent night rates and omits early morning / afternoon 115% lines.
- Choosing day-worker versus permanent-night-shiftworker remains manual.
